Ralph Cunningham is the Program Management Officer for the Division of Public Health Information Dissemination. Ralph served as the Budget Team Lead, supporting the National Institute for Occupational Safety and Health (NIOSH), in the Office of Budget Services (OBS), Office of Financial Resources (OFR). He began directing the operations of the budget staff and providing financial guidance to NIOSH in June 2010. In this position, Ralph performed and led staff through the full complement of budgetary functions and duties associated with all phases of the federal budget process (e.g., formulation, justification, presentation, and execution) in support of NIOSH.
Prior to leading the NIOSH Budget Team, he was the Budget Team Lead supporting the Office of Public Health Preparedness Response (OPHPR) from 2008-2010. In this role, he directed the operations of the budget staff that supported OPHPR and oversaw CDC’s multi-billion dollar bioterrorism budget. He joined CDC in 2005 as a Budget Analyst, supporting the Division of Strategic National Stockpile (DSNS) (OPHPR) in the Budget Execution Services, Branch 6.
Ralph started his federal career with the Internal Revenue Service as a Tax Examiner in 1989. He was selected for a detail opportunity in the Office of Controller as a Budget Technician and was selected as a Budget Analyst in 1990. Ralph received a Master in Public Administration from Troy University; and a Bachelor of Science in Business Administration from Lander College.
