During its June 2, 2016, meeting, the STAC formed two workgroups to further explore the Administrator’s charges to the Committee. One workgroup is reviewing the Policies and Procedures used to add health conditions to the list of covered conditions. The second workgroup is exploring methods for identifying independent peer reviewers when the Administrator proposes to add a health condition to the list of covered conditions. The workgroup’s meetings are listed below. Although the workgroup meetings are not open to the public, the workgroups will report their findings during a full STAC meeting which is open to the public. In this open meeting, the STAC will discuss each workgroup’s findings, develop recommendations, and vote on the recommendations.

The Administrator of the World Trade Center (WTC) Health Program will convene a meeting of the Scientific/Technical Advisory Committee (STAC) on June 2, 2016. This meeting will address new legal requirements from the Program’s reauthorization on December 18, 2015. These changes include:
- Before issuing a final rule to add a condition to the List of WTC-Related Health Conditions (List) eligible for coverage by the Program, the WTC Health Program must now provide for an independent peer review of the scientific and technical evidence that would be the basis for issuing the final rule. The Program must seek recommendations from the STAC on the identification of people to conduct the required independent peer reviews.
- The STAC must also review and evaluate the policies and procedures that the Program uses to determine if sufficient evidence exists to support the addition of a health condition to the List.
For the first requirement, the Administrator will ask the STAC to make recommendations on the identification of independent peer reviews. Recommendations to the Administrator may include the identification of specific individuals and/or a process to identify independent peer reviewers.
For the second requirement, the Administrator will ask the STAC to make recommendations on the Program’s two current policies and procedures on how it determines whether to add a health condition to the List. One policy and procedure is for types of cancers and the other one is for non-cancer conditions. (To read these policies and procedures, please click on the links in the “Items for Discussion” section below.)
The policies and procedures currently in place have recently been updated, with an effective date of May 11, 2016, but are very similar to past versions. Updated content includes the information about the newly required peer review process. Other, minor revisions were made to more closely align the two policies and procedures and to clarify specific steps in the process. While the Program’s reauthorization directs the completion of an independent peer review prior to the issuance of a final rule, the reauthorization does not establish additional requirements for how the peer review is conducted or how the Program determines whether to add a condition to the List. Recommendations to the Administrator may include comments on any and/or all parts of the two policies and procedures.
