Special Exposure Cohort (SEC)
The Act allows for groups of employees (called classes of employees) to be added to the Special Exposure Cohort (SEC). Classes of employees added to the SEC do not need to have a dose reconstruction completed for their case. Classes of employees and work sites can be considered for addition to the SEC through a petition process run by NIOSH.
To help individuals interested in the petition process, NIOSH has an SEC Petition Counselor and an Ombudsman:

NIOSH Public Docket Office
When an agency of the federal government develops a regulation, it is generally required to keep a formal record of that process. The record, called a “Docket,” includes copies of all public comments the agency received in developing the regulation, copies of all references cited in the regulation, and other relevant information. The Docket is open to the public, which can view and obtain copies of any of its contents.
The Docket Office address, phone number, fax number, and email address are:

Records Request
The Freedom of Information Act (FOIA) is a federal law that gives the public the right to make requests for federal agency records. NIOSH is required to make requested records available unless the records are protected from disclosure by certain FOIA exemptions.
In order to receive a copy of the records we have for your case, we will need a written request from you. The written request can be in the form of a letter, e-mail, or fax. Please send the request to:
