Objective: Provide the De-Lead Delaware program and the Latin American Community Center staff with a means by which to evaluate their quantitative and qualitative program goals and, where appropriate, suggestions on how to harness opportunities and leverage successes.

Abstract: The Latin American Community Center (LACC) of Wilmington, Delaware largely coordinates the De-Lead Delaware Program. LACC’s lead poisoning program is one of several community outreach programs catering to the surrounding community. LACC partners with six other community agencies throughout Delaware, all of which are working to reduce to zero by the year 2010 the number of children with elevated blood levels (i.e., greater than 10 micrograms per deciliter [µg/dL]). The partnership includes the State Department of Public Health, the City of Wilmington Department of Real Estate and Housing, Beautiful Gates (a faith-based community organization), the Coalition to End Childhood Lead Poisoning, and Harvard Environmental Services (a privately owned local business). Also involved in the partnership, although in a mostly administrative role, are the U.S. Department of Housing and Urban Development and U.S. Environmental Protection Agency.

This partnership focuses on two main goals: the elimination of childhood lead poisoning by the year 2010 and the increased availability of lead-safe housing stock in specific high-risk ZIP codes of Wilmington, Delaware. A combination of lead-hazard reduction and educational outreach addresses these goals
