2009 General Activities on Department of Energy (DOE) Cases
DCAS will reconstruct radiation doses by evaluating all appropriate data relevant to which an individual worker or group of workers have been exposed, particularly when radiation monitoring data are unavailable, incomplete, or of poor quality. The data used for the dose reconstructions will be obtained through requests sent to DOE and data search and capture efforts.
DCAS along with Oak Ridge Associated Universities (ORAU), the contractor hired to support NIOSH's responsibilities under The Act, have been involved in data search and capture efforts. These efforts are being conducted at various DOE sites and federal and private records storage locations throughout the United States to retrieve radiation monitoring data needed to conduct dose reconstructions.
2009 Data Search and Capture
Piqua Public Library
Piqua, OH
During this data capture trip, 62 boxes of information were reviewed to locate information for the Piqua Organic Moderated Reactor facility. City records, time sheets, business blueprints, and financial reports were reviewed.
Savannah River Site
Aiken, SC
Fifty boxes of radiation survey logbooks for the Savannah River Site facility were reviewed during this data capture trip. Various documents were selected and are undergoing classification review.
Brookhaven National Laboratory
Upton, NY
Station monitoring worksheets (1949-1969), Stan Cohn's whole body count logbooks, visitors' bioassay (1988-1991), tritium documents, whole body count results (1972-1978), and whole body count histories (1980-1984) were retrieved for the Brookhaven National Laboratory. Twelve boxes and 2 file cabinets of information were reviewed and 200 documents were retrieved.
Savannah River Site
Aiken, SC
Various documents for Savannah River Site were retrieved and are in the process of going through classification review. Copies of logbooks pertaining to calibration, testing, and operation of the in-vivo counter and dosimeters were retrieved.
Brookhaven National Laboratory

Two boxes of information were reviewed and 47 documents were retrieved for the Brookhaven National Laboratory such as: bioassay data for selected employees, March 1996 tritium report with bioassay data and calculated doses, reactor operations monthly reports, Landauer tritium dose summary, High Flux Beam Reactor (HFBR) operational history and brief history, HFBR tritium and heavy water losses, HFBR hazard category reduction justification, the Alternating Gradient Synchrotron operational history and bioassay Technical Basis Document, and the site annual technical reports from 1949-1970.

The following information was retrieved for the Mound Plant during this data capture trip: equipment release surveys from M Building, SW Building trend sheets from the late 1970's, surveys, personnel monitoring, control documents from the 1995 R Building filter bank change-out, neutron/gamma dose rates, neutron flux measurements from various types of heat sources, neutron dose tracking from source coating operations, neutron fluxes and neutron/gamma dose rates for various heat sources, "G" Area special wipes and air samples, T Building vault dose rate survey, heat source technical manuals, M Building surveys, release logs, survey logs from 1997, neutron-photon measurements from various series of heat sources, gamma film calibration graphs (1949, 1951, 1952, 1954-1965), health physics trend sheets for 1978, health physics operations monitoring profiles, and decommissioning reports. Twenty-one boxes of information were reviewed and 250 documents were retrieved.

Photos of the damage from the November 14, 1976 explosion, engineering notes for the door design of high explosive cells, a document entitled "The History of Pantex" 1951-1981, and documents on development division technologies and capabilities (1973).
Atlanta National Archives and Records Administration (NARA)

Forty boxes of information were reviewed and 32 documents were retrieved for Oak Ridge Hospital. The following information was retrieved: list of physicians, annual reports, 1948 Rorem report, operating records from 1948 and 1949, a section of Contract AT-40-GEN-252 that was available, the establishment of film badge service for the radiology department, and reports of services provided to the Oak Ridge Institute of Nuclear Studies.

Information was retrieved on the following: internal dosimetry information from 101 members of the Evaluation Team’s sample group, tritium exposure reports for 1995 and the first quarter of 1996, liquid scintillation counter printouts with chains of custody for tritium bioassay samples, and tritium monthly dose input sheets from 1979 to 1986. Thirty-six file cabinet drawers and 19 file folders were reviewed. Approximately 133 documents were retrieved.

Memorandum of Understanding Between the U.S. Department of Health and Human Services and the U.S. Department of Energy
The Department of Health and Human Services (HHS) and DOE signed a Memorandum of Understanding (MOU) in Fiscal Year 2010. The MOU describes how the Agencies will work together to carry out their responsibilities under The Act and Executive Order 13179. Part of the agreement covers how HHS and DOE will coordinate data search and capture activities.
