As acting associate director for science for CDC’s Office for State, Tribal, Local and Territorial Support (OSTLTS), Andrea C. Young, PhD, is the primary advisor on science-related activities, ensuring that OSTLTS produces, uses, and promotes the most recent and relevant science possible. She engages in a broad range of science-related activities, including providing guidance on science-related topics and regulations, and leading strategic and research planning for OSTLTS.

Dr. Young also maintains her role as chief of the Applied Systems Research and Evaluation Branch within the Division of Public Health Performance Improvement in OSTLTS. As chief, she leads a branch focused on the planning and conduct of applied research and evaluation of public health programs, agencies, and systems.

Dr. Young joined CDC in 2001, where she has supported the planning, development, management, and evaluation of public health programs and projects at the national, state, and local levels. Prior to joining OSTLTS, she was the director for the Division of Library Sciences and Services in the Epidemiology and Analysis Program Office, Office of Surveillance, Epidemiology, and Laboratory Services. In that role, she was responsible for leading the division and directing CDC’s Public Health Library and Information Center. Before that, she served for six years as the associate director for the Learning Office within the Office of Public Health Preparedness and Response. She was responsible for directing analysis, design, development, implementation, and evaluation activities for a portfolio of intramural and extramural public health workforce development and training programs.

Before joining CDC, Dr. Young was the program manager for Florida State University’s (FSU’s) Learning Systems Institute, where she oversaw the design, development, implementation, and evaluation of FSU’s first web-based master’s degree program. For more than 10 years, she served as a principal consultant in audience analysis, competency-model development, performance systems analysis, instructional design, curriculum planning, and evaluation. Her clients represented a variety of sectors, including higher education, private business and industry, and federal and state governments.

Dr. Young earned her doctorate and master of science in instructional systems from FSU’s Department of Educational Research. She has a bachelor’s degree in sociology from Eckerd College. She has authored and coauthored presentations, chapters, and journal publications, and Dr. Young is the recipient of multiple CDC awards for excellence in science, innovation, collaboration, and employee equity.
